The problem is that all edges are not welded. You have two curves and to single edges.
Skatter tries to re-weld everything, but the algorithm is still not perfect and in that case it fails. If you weld all the edges in your road group, it'll work fine.

I've tried it and welded all street edges to one curve, but it doesn't make a difference?
