Could implementation of such a solver into SU kernel enhance SU performance on highpoly models or make inferencing more accurate and fluent..?

SketchUp's inference engine works senses available inferences within a region of fixed size around the cursor. By zooming in, SketchUp has fewer available inferences inside that region, and it is easier to pick the 'right' one.

Could instant zoom function similar to VectorWorks snap loupe solve this?

About the zoom, seems you can make the same with Zoom view + Zoom previus ;)

Nope, no plugin; it's right there in the zoom section of the Large Tool Set.

Ah you mean Zoom previous ...
Pilou, no, you can't do the same. Snap loupe is very quick function - you place cursor over desired area and then hit Z key .. here and there.. very fast
